The one in the engine bay looks like the one that goes to your heater blower motor. As for the engine bay light, it has either failed or the PO disconnected it. I disconnected mine as I felt it wasn't a good design and was more trouble than it is worth. It could also be that you didn't have the running lights/headlights on. Those need to be one for your engine bay light to have power.
