I don't think it is the upper steering shaft bearing as there isn't play in the steering wheel. From what I've heard, when the upper steering shaft bearing goes, the steering wheel has significant play in it (0.5"-1"). Please correct me if I'm wrong.
This is what leads me to believe it is the lower steering shaft bearing.
