I fixed my fan shroud. though it was way less bad than yours.
Yours looks like it has ended its life. just immagine the hours of withstanding heat, weather and vibrations.
its not just sealing/welding the cracs, it has to be straightened as well.
speak to a pro with knowledge on refurbishing theses. but I think this one is done.
