Not if it's kept full of water. The risk is when it's drained for service (or stupidity). I've seen empty concrete pools float (rise out of the ground).

In this case they should leave a pipe to pump from under the pool, to relieve pressure.

Kind of cold to be shooting a pool, that ground is frozen, I don't see any blankets.
