If I continued onto TDC it tightens up a bit. I have a feeler gauge that I used and set them to on their rightful strokes. However if just before the stroke there is all this slack Im feeling, wouldn't that be a case for concern?

Are you sure you are doing the valve lash adjustment at the right stroke (Z1 compression)?
