The number one electrical problem of our beloved 911s is poor grounds. That one looks bad. Strip the insulation back and get a solid connection, and use a new lug, and clean the bolt and connecting surfaces.
One truism is very accurate, it is impossible to have "too good" of a ground. More is always better.
