It is the coax shield for the coil and points signal wires. They get grounded to the coil base and by the distributor.
It is “janky” looking for sure, but if they have continuity to the ground tab connector at the CDI they are working.
Porsche used that style of coax for the 3 pin CDI wiring from the 73.5 up to the 77.
Then they went to the 6 pin CDI.
The earlier CDI harnesses that were run separately in earlier years was much more robust.
