What brake work was done and when was it done. 1,000 miles could be last year or 10 years ago and that would make a big difference in my opinion of what could be wrong.
If the soft lines weren't replaced as part of the brake work they could have gotten spongy and be causing the pads to not return properly. Especially if they could be original to the car. That was happening on my '84
