If Im understanding you correctly, your saying the US airlines and their maintenance compliance is close to an "honor system"? If so, that is way off. Part 121 air carriers each have an office of FAA inspectors thats one purpose in life is to ensure compliance with maintenance of aircraft and training of pilots and technicians. Id have to check the stats, but its one reason the US has the best, or at least top 3 best, safety record in the world. It doesn't happen by accident or honor system. Do I think government regulation is the best thing since bourbon was invented- no. But there are some things you definitly want to be regulated by competent inspectors. Honor system would be something like Pakistan Airlines. No comparison to a US airline for safety.
