Those are definitely not fog lamps
jmohn posted what I had in mind. Run the common pole of a center-off SPDT to the relay for the new lights, one side to V+ and the other to a hi-beam hot connection: On/Off/Highs
And I'm not going to rant about US market cars with fogs that can't run without having your headlights reflecting back in your face...
