That's the fallacy of the theory of big government, it's the activity of the people on the local level that determine the quality of life in an area. Said activity extends to parental and personal responsibility as well. If the kids don't do well in school, many times it can be traced directly to a disinterested parent who thinks the school should be the surrogate parent.
