Do a search...all the "black stuff" in the wheel wells does come off. Then you've got to repaint the wheel wells in the body color. Easy to do in your case with white. Personally I would do it but most would say why bother in the wheel wells? I've got the same OCD you do, so I plan on doing mine. My car is Sahara Beige though so finding a match in a butter yellow will be tough. If I were you I'd use spray cans in there. I will if I can find anything close in my color.
