My opinion only but if your going to be there only for 8 months and those months are thru the winter I would leave the car home. Regina winters are definetly not like Vancouver winters. I would just store the car for the time you are away.
Just my opinion.
If you do decide to bring it, the drive through the mountains is EXCELLENT, (In decent weather) September you are probably OK but I would not think good travelling in April but I have not driven in April.
