The floor of the pre-69 cars are covered in a thick layer of horse hair or something like that. It holds water and puts it right on the floor pan. Thus the rust. What he is showing you on the passenger side probably is all over the pan. If it is only on the surface then you can clean it up and POR-15 it. But it may be through in other places like the rockers and under the pedal cluster unit and that is not good. You must see the car in person to know for sure. The early early cars rust like mad, he basically says that in his ad. It is pointless to put money into an early car that has rust above a certain level (not much). It is like cancer and can't be stopped, money down the drain. From the pictures the paint looks fine but again you cannot tell from digital pictures taken more than a foot away.
