Don't know about the NA but the 951 has thermostats in the resistor area. They can get dirty and prevent the blower from working except at full speed where the resistors are bypassed. Leaves and junk can reduce airflow. The resistors need to be cooled (by the airflow) else they are a fire hazard. Hence, the thermostats. If your car has them (thermostats), just clean them as other posters have said.
