The US tires are indeed different. They are a collapseable spare, there is a big groove around the middle of the tire (on the sidewall) where it folds in, to make the entire tire about 2-3" bigger than the rim when deflated, and it inflates to be the same size as the other tires to prevent the different sized tire problem.
