US Customs requires the title and a bill of sale at least 72 hrs in advance of the car being presented at the border crossing the car is being exported thru. They search the title (via the serial number) to see if the car is stolen on several lists before the title is stamped and you can present the title and bill of sale to Canada Customs. They also can inspect the car to see if the title serial number matches the ones on the car.
I asked US Customs about buying a parts car that didn't have a title and he said they would not ok it for export. So no title, no export.
