Importing Porsche with no title
Is it possible to import a legitimate car older than 15 years that has no title for parts?

You dont need a title but you do need the title signed over to you with a bill of sale. There is some minor paper work to be done and a 72 hour waiting period.
Im bringing one across tomorrow. What are you looking to bring and from where? I might be able to save you a hassle

It is a California car and they will not issue a title to the guy who bought it at an auction until the car is smogged and the car will not pass smog. There is no paper title, just a bill of sale and the legit auction receipts.
I have imported several cars all with a clear title with no hassles but I am unsure about this situation.

I would make a trip to the border and ask about that, I think there more concerned with it being stolen or money owed on it

US Customs requires the title and a bill of sale at least 72 hrs in advance of the car being presented at the border crossing the car is being exported thru. They search the title (via the serial number) to see if the car is stolen on several lists before the title is stamped and you can present the title and bill of sale to Canada Customs. They also can inspect the car to see if the title serial number matches the ones on the car.
I asked US Customs about buying a parts car that didn't have a title and he said they would not ok it for export. So no title, no export.

I was looking the homeland security website earlier today. THere is a form on there for exporting a ar without a title and it appeard that this form could be used in a situation similar to this.
Call homeland security, explain the situation to them and see what they say.
