Concrete construction has wierd noise transfer effects.
A friend could blast loud music and it didn't transfer to the next floor, yet some light tapping on the walls would bring complaining neighbors from many floors away.

Not sure, but I think the legal term is "right of quiet enjoyment" of the property.
Even though you're an owner, tenants-rights sites will have more info. Mabye attend the next association meeting and mention it.

The section-8'er building (almost empty/COdeficient) next door to mine just got sold and the new slumlord started getting an attitude when I suggested meeting with our association to discuss "mutual quality of life" issues regarding the common areas of the property. I casually mentioned there were several forms of communication, one in the form of subpoena.
