That is not one of the routine areas for rust...and nothing to be too worried about. It was caused by a rock chip or by the hood. Either way, someone did not repair the metal exposure and it has created surface rust...easily repaired. I don't think this should be a deal breaker on an otherwise nice car. Try to get $500 off on the price but you could repair it for less than $50.

HOWEVER, one potential cause is from the hood being pushed up and pinging the cowl...this could be from someone overzealously over opening the hood or from an accident. Look deeper and see if you can find the cause.
