These days, almost every Tom, Dick and Helmut is selling cars with "3k miles on rebuilt engine/transmission". It sounds like after waiting 1k miles of breakin, they decide to sell. Just make sure that you have records of who did engine rebuild, tranny rebuild etc, as there would be a colossal difference between MM vs one of esteemed talents that frequent here such as Steve W or JW or someone like that.
All records since 73 (day one) is good, repaint in original is good, mechanically it would seem to be well taken care of from your description. Don't forget door pockets and radio will set you back a few hundred each, carpet and interior even more, plus if you don't have sport seats etc it all adds up and can cost a pretty penny (few $k)
Good PPI and no-rust-actually-means-no-rust should be kept in mind. $20's ... hard to say without pics etc.
