take all the washers off - and keep them IN ORDER

then dribble lots of oil down the shaft

replace and turn back on - that may solve the whole problem

next, grease the linkage joints

can also replace the bushings noted above

pulling motor out is last resort - do not need to remove windshield but do have to remove all hoses, vent stuff, etc.
