Yes, ensuring that drivers are proficient and responsible would save many lives and a huge pot of tax money, but we can't do that here. It would reduce car and gasoline sales.
Motoring bureaucracy here is less than there. Auto parts, for example. In Germany, they all most be tested and approved. Here, you can probably buy wheels for $25.
