I used to bartend while working my way through college, in a variety of restaurants, clubs and bars... some restaurants will actually make the waitperson pay back the restaurant when customers dine and dash, to hold someone accountable for the customers... but smarter restaurants will not because they do not want to be liable for putting the waitperson in harms way if they try to stop a dine and dasher.
It happened a few times in restaurants that I worked in and a few times to me as a bartender...you get busy and cant possibly keep an eye on everyone, but most customers at the bar are by their nature more laid back, cool and if they are eating they leave car keys or something by their plate if they have to get up to use the phone or restroom.
