THere's a switch mounted to the pedal cluster. WHen you
depress the pedal, it releases a lever closing the brake light
switch. (I think it's a fail safe so the brake lights will stay on
if the switch comes loose.)

You can move it slightly, sounds like the lever is closed too long..
Bend the arm slightly to adjust, I don't think there is an
adjustment screw.
