You can blame Porsche for the ROW lingo, since they were the ones using it to begin with. As shocking as this may seem, it wasn't the US that came up with this notion, although you can blame us in a roundabout sort of way. We were the first country afflicted by excessive safety and emissions laws, which forced all manufacturers to create a "special" version of their cars just for us. After a few years, California residents got an "extra special" version to meet their ridiculous standards. Thus, it was simple to refer to the cars as US and ROW, as the rest of the world's countries were not in agreement with our standards.
