I think The Turk may have hit it.
If in your last photo you are showing the end of the "line" that passes through the boot, it very well may be an electronic speedo wire--not associated with a 69. Since it passes through the same hole as the mechanical speedo cable, it's probably a retro-fit that uses the same passage as the original set-up. Do you know the history of the car?
