The gas tank looks like a teapot and the filler spout attaches down low, if the vent line from the main body to near the top of the spout is blocked a huge air bubble is trapped and it will not fill up. That vent hose is supposed to pass through a hole in the frame rail if someone puts the hose on FIRST then puts the tank up in the car that vent hase get squashed shut.
