That is the boost gauge. I understand these ( refered to as " the Christmas tree gauge " ) were factory items on the early competition turbos. They later used the gauge with the telltale needle for comp cars. They apparently used these gages(if this is original equipment for this car) on the street cars on special request or just the euro 330 hp model as the US Slant cars had a clock. I have a 1984 Porsche Kremer 935 K2 that uses the same boost gauge (see photo below ) that came with it from new. As the boost climbs higher the lights get brighter and go into red @ 1 bar and beyond, indicating time to shift or readjust the boost downward.
