No Headlights and Brake Light and Turn Signal Fuse Blows in 73 911T

The fuse that controls the brake and turn signal lights on my 73 911T blows everytime I turn the ignition key on. So obviously there is a short somewhere, but I'm not sure where to start to hunt it down.

Another electrical problem I'm having is the headlights don't turn on when I pull the light switch all the way out. If I then flip the turn signal switch forward, the high beams don't turn on either. If I pull back on the turn signal switch to flash the headlights, they DO flash. All the headlight fuses low and high beam are fine.

So I'm assuming I should start by replacing my turn signal switch? Any electrical experts have some advice on what is causing the brake/turn fuse to blow and no headlights?
