You say the fuse for the brake and turn signals blows when you turn on the ignition. Is your foot on the brake pedal when you turn the switch? If so, have you tried turning on the ignition switch without touching the brake pedal? This might help narrow it down.
As for the headlights, I had a similar problem that was fixed when I changed the switch.
I could send you a schematic of the wiring if it would help you.
