Although I do not know why you would see them around LA, they look like Spiders. These are an effective substitution for tire chains for snow. The piece that you see bolts on to the hub before the trip. Then, if you run into the bad road conditions, a second piece snaps on in seconds.
The product allows for easy and speedy installation, and the Spiders fit in wheel wells that are too tight for standard chains.
