I find it very odd that they are all that low. You should be seeing close to 4 for each wire. I could see one or two with low numbers, but not all of them, I guess unless they are all really old. Have you checked your multi-meter against a resistor to check it's accuracy? The leads on multi-meters have a finite life.
EDIT: oh wait, 67's I have no idea about those wires, ignore me.
