spray the icv with brake clean and the little impelor looking piece should move back and forth freely. before i cleaned mine if you held it in your hand like a flashlight and twisted your hand back and forth like screwing in a screw nothing happened after cleaning it you could feel the impellor click back and forth like oil and ice
