$18000 is on the high side probably, but it's really hard to say if it is too high. It depends on a lot of different things. Condition is relative. Maintenance history is important. You probably won't be able to fairly evaluate the car or price unless you really look closely at a LOT of cars. Time is on your side. Be as patient as you can be. Unless you're convinced you are VERY unlikely to find a better example, just keep looking.
Personally, I'd pay a little more for a great car. As was said earlier, in the long run you'll save money.
In this market, you can afford to wait for the right car. There's no rush. There are more sellers than buyers right now.
One other thing. Often times, a local car that you might find in the local paper or Autotrader can be a real find. You just have to wait for it.
