It might run on 6v, but it's not going to develop full pressure. It's basicly a DC motor, which runs faster the more voltage it gets, and that's because more voltage for a given resistance means more current, which means more power used by the motor, stronger magnetic pull in the motor, more mechanical work done... There's extra resistance somewhere where it shouldn't be (DME relay, fuel pump connections, corroded grounds, fuel pump motor failing, internally corroded wires, etc.), or there's extra drain where there shouldn't be, like a voltage leakage to ground, but not enough to go over 15 amps. I'll bet scenario #1.
