I encountered the same problem while trying to fix the hazard lights on my '67. Spoke to a mobile mechanic by phone (go figure) and he suggested i start at the fuse. I believe it is number 7 going from front to back. Anyhow, I tested the continuity of the fuse-checks good. I checked the power from one side of the fuse to the other-no good. I just took out the wires from the fuse block and twisted them together then put them back in place and screwed down the fastner and badabing!! But still no hazards. Funny thing is, even when my ignition is off, I can put on my blinkers and that side will light up but will not blink. Not so sure they should even have power from the blinker switch with ignition off. Good luck!!!
