I had a similar problem last month. Mine was a combination of issues but the main problem was that the flasher relay (not the hazard relay) was based on the 550 relay. When it was suggested that I replace it with an EL13 based relay I did it and that fixed the majority of my problems. Its amazing how much is messed up if the wrong relay is used!
A number of sites and people even recommended the 550 relay. Maybe it worked in their cars but definitely not mine. Make sure you are using an EL13. Good luck - it's a frustrating problem, I know!
DINO - double check the relay on yours too. I had the EXACT symptoms until I swapped out that relay.
