You mean that chromed piece of pipe sticking out past the afro-engineered hot air blocking wall? That is the MAF sensor, and it would not be practical to try to relocate it anywhere else. Even if you could, placing the big cone filter in it's place would not allow the left headlight to retract all of the way down (the one there now barely allows it).
The coolant expansion tank cap is the lever-vent type. When I replaced the cap, I opted to pay the extra buck, or what ever it was, to get one with the lever. The reason it appears to be slightly up from the normal position, is that for purposes of taking the picture, it is being used (along with the ratcheting wrench) to hold the big air filter from rolling down the sloped tank.
Although I rate myself to be pretty good (naturally) at figuring out how to do some not-so-easy-to-do things, I don't see any possibility of using the 0248 filter in this particular application, due as usual with these cars, to space considerations. Pretty much all of the extra space in the engine compartment has already been accounted for, by the manufacturer.
