The quick fix to get basic wiper functionality back is to pull the relay. They won't return on their own so you have to manually "park" them...I've gotten so good at that it's practically automatic by now. I'd be interested in what the problem is as well. I just haven't gotten around to deciphering the wiring configuration or getting ahold of a known good relay yet. The relay is a bit complicated with a few other discrete components that there's no telling how to easily tell if it's bad or if it's just the steering collumn switch.
