It's almost always the column switch. It's a 50/50 chance one can remove the column switch and clean all contacts to get it working properly. I have found though over time it's easier just to replace the switch assembly with a known good used unit.
Of course it's easier to replace the relay, and I always have a spare relay to check it out, but 90% of the time it always leads back to the column switch assembly.
