to check the shocks, (just in case) open the hatch, push down hard with all your weight on one corner, then the other. the car should move up and down without any binding.
It could be that the control arm is seized or binding as well. try to isolate.
Undo the shock and move it out of the way and see it the arm moves freely.
It has to be one or the other.
