Yes, to remove the bottom cover you need to remove the HB. However, since you are doing the timing belt, it is important that the crank not be moved once you have it set at proper position. What I did was set the crank and cams at the proper position to remove the belt, then place the flywheel lock on and then remove the balancer. Once finished with the job, place balancer back on and remove flywheel lock.
