CO is carbon monoxide. It is not CO2. CO is from incomplete combustion. Of course CO2 will be higher on the raptor, but I don't think CO2 is considered a smog causing element. I may be mistaken there.
The reason the fiat looks just as bad as the raptor is that the emissions are measured in PPM (parts per million). The overall volume on the Ford will certainly be higher.
