It is in
parts per million = 1 PMM = 1/1000000
1 % = 1/100, so 1 PMM = 0.0001%
What is skewing the picture is that the total volume of exhaust on the Ford is probably 100 times that of the leaf blower and 4 times that of the Fiat.
