It's definitely a "1." It's the European style. I've travelled in Germany, France and Switzerland. Drove me nuts when I first arrived. Their "7" is crossed when they hand-write it to avoid confusion.

- When writing the character “1″ you really emphasize the little flag part at the top, so that the “1″ looks almost like an upside down “V”.
