I was all for this before moving to LA. There are a ton of $800 beaters run all over the place from that era that really will benefit continued smog testing. A good compromise would be a sniffer only or a collector's plate that does not allow a beater truck to fall under a smog exemption.
The argument for a smog exemption for collector type vehicles is that they are hardly driven an usually well tuned.
