Absolutely agree.
However if you're a cop any increased leglislation will not have any impact as they know how to get out of any DD issues. Witness the cop that KILLED the motorcyclist and had the foresight to drop off ID, go home and down a couple of shots to create doubt as to his state of soberity at the time of the accident. No jail time. Imagine if a civilian was to do that!
