Base Idle is adjusted with O2 attached, but ICV disabled by putting a jumper in test ports B-C so that the ICV won't try to adjust the idle for you while you're setting it. You're trying to set a base point that the ICV can adjust around during normal operation.
Base A/F Mixture is adjusted with O2 detached so the DME won't use the O2 reading to adjust the mixture while you're trying to set it. But no jumper, ICV enabled.
