Depends on the caliber of car, and more importantly, the quality of the paint job.
If you paint a red car green, and the painter leaves the glass in, doesn't remove trim, doesn't paint the engine bay, etc... I believe you'd moderately devalue the car. If it was done right, no shrinkage in the paint, no overspray, etc... then I don't think it hurts at all.
